Fighting is borderline unusable in Gen 1, meanwhile Persian is a normal type and has STAB Hyper Beam, which is the best move in the game (if it kills, no recharge).

I think your version exclusives are backwards. blue has Mankey, arcanine, Oddish, Scyther and Electabuzz etc.
