What do I do, if my puppy isn’t that food motivated? She doesn’t really care for treats. And if she does… it’s for 1-2 treats and than she find everything else more exciting (biting hand, snif ground)

How do I stop my pup from chewing on wires, shoes, etc? I have been offering “trade you” and give her a nylabone or Kong but she goes right back to the wires eventually.
