This is just because fully evolved dragon types have higher stats in general. They're not skewed towards speed. The numbers are inflated. Search Dragon Pokemon Inflation to learn more.

dragon i imagine is top 5 for a lot of stats. tons legendary and pseudos, plus late game mons in general.

realistically dragon just has way fewer pokemon. and even fewer weak pokemon. since they were almost always late game in the early gens. so it probably wins most stats for everything

with how many of the dragons are pseudo or legendary outright, the speed is definitely going to be higher, I wonder how the rankings would change if you excluded legendaries and mythicals

You'll see this ties in with dragon types generally having higher base stats. How many pseudo legendary, legendary and even mythical dragons are there with very high bst?
