in the US it largely comes from the NCVS an anonymous surveys. basically the num of people willing to anonymously report victimization is increasing relative to police reports

In self reporting studies, it’s clear that people often don’t call the cops (especially if they could D*e when the blue shows up) . Kinda fair since like 50% of police didn’t report their own stats
