The formula reminds me SO much of Stila's Heavens Hue highlighters! Definitely think it would work best with a dense brush or your fingers.

I love that blush! I bought it from ulta & their website said that you can use your fingers or a powder brush. But sure where it says that it's a powder blush? I use my fingers then a dense-ish brush.
