check all the wiring in and out especially the ethernet cable if using one also anything that may be causing static,there's a slight possibility there's a you are grounding it out by touching it

Do you have a HDD or a SSD, if you use a HDD it could be, that it writes to slow so your download has to slow down sometimes so your hard disc can work and if it's done you dl is fast again.

by touching it you're interfering with the WiFi, it used to happen on my old computer, I would have better internet if I put my foot on it 😭

I don't know if I'm wrong but your body acts as an Antena so you are literally catching the wifi rays and thru your body it reaches the computer when you touch it, wild guess btw
