This is fair because we at Americans are forced to pay for healthcare, we have a hard time anyways. Unless you are a tourist or legal citizen you don’t have rights to our healthcare.

I guess a foreign tourist is SOL if they need a hospital in the state of Texas. Because they won’t treat them. We should tell the world that Texas does not want any visitors.
