Lagos didn't force any one to site their HQ there. when Lagos benefiting from HQs their region is benefiting from security votes due to insecurity. Lagos provided the environment.

Baba, you got it all wrong. Lagos port was built by the British in 1915 , the old western union led by Chief Obafemi Awolowo built expansion of the ports and internal roads, NTA ibadan, Social house using funds from cocoa.All these properties were given to the Federal Government of Nigeria.
