So when Government says we are going to raise Tariffs on a country it means we are paying for it? So why would we do this?

Correct but if the coats are much higher based on the tariffs. Then people will more likely buy something made here. I would rather pay more for American goods

if I'm not mistaken, the point behind tarrifs is to encourage companies to produce their goods locally which in the long run will lower inflation by contributing to the economy.

This is a very zoomed in viewpoint. Businesses will get tax cuts at the same time. Manufacturing in the US will be more lucrative. Our trade deficit is abysmal because we buy more than we sell.

False. Consumers dictate price. When price exceeds value the product does not sell. The companies will have to eat the costs to keep prices the same
