This depends on seniority of role. Anything director and up deserve a call if they’ve gone through the interview process, period.

A personalized email is fine. It's the templated rejection email that would be rude at that point.

I think if the person has gone through all the interviews stages including the final, a call should be made. An email is rude in that context; that's how I see it.

Email, phone just gets your hopes up, its awkward and I am not usually prepared so I dont ask questions anyways not that it ever helps. Ive had both, always email has been better.
