Your feelings are not protected by the constitution. If you don't like someone recording you in a public space, "where you have no reasonable expectation of privacy" that sucks for you.

The officer is wrong. If it’s an indoor work environment, the agency can put reasonable restrictions on how the facility can be used, which includes restrictions on recording.
