JRRT himself said Frodo never failed, he got the ring as far as anyone could have possibly gone with it, and goes on to imply that no soul in middle earth would have been able to throw the ring in.

Tolkien wrote about how it wasn’t a moral failing of Frodo being unable to throw the ring into Mt Doom since it would have been impossible for anyone to throw the ring in MD in that scenario.

Frodo did fail, not because he didn’t throw it into the fire, but because claimed the ring for himself. The magic of the ring prevented him from getting rid of it in a way it didn’t want.
