Loving the idea that the entire city is a giant mimic and the only way they could defeat it was just to Hold it in place, and bury it/build a permanent settlement on top to upkeep the spell-roads.

Mundane sigils usually hold demons, the demons have been trapped for soo long people forgot. The town is prosperous due to the ambient magical power of the trapped demons.

I did something similar for one of my settings in third edition, the city of seal was surrounded by multiple concentric rings of other cities and the layout of each cities major streets were binding..
