How does a country that actively celebrates the killings and deaths of innocent civilians every year enter the EU? In May 1990, Franjo Tuđman’s Croatian Democratic Union (HDZ) won Croatia’s first multi-party elections. The new government quickly moved to redefine the state. The December 1990 Constitution transformed Croatia into the national state of the Croatian people, stripping Serbs of their previous status as a constituent nation. For many Serbs living in the Krajina and other regions, this change, combined with the open revival of Croatian nationalist symbols, felt like a direct threat. Throughout 1990 and 1991, Croatian nationalism intensified. Units of the Hrvatske obrambene snage (HOS) appeared on the streets and at the front, flying black flags marked with the letter “U” and other imagery linked to the World War II Ustasha regime. These symbols, once associated with mass killings of Serbs, Jews and others, were now openly displayed by Croatian paramilitaries and some regular forces. Hate speech against Serbs spread in media, public rallies and political rhetoric, portraying the Serb population as an internal enemy that had to be confronted. As the Serb rebellion in Krajina grew and the war expanded in 1991, Croatian forces and paramilitaries carried out attacks, expulsions and killings in mixed areas. Villages were burned, civilians were killed or driven out, and a climate of fear took hold on both sides. While the conflict had many causes, the public atmosphere in Croatia increasingly celebrated hardline nationalism and the idea of a pure Croatian state. By 1995 the front lines had been frozen for years. In the summer of that year Croatian leaders prepared a major offensive to retake the self-proclaimed Republic of Serbian Krajina. Operation Storm (Oluja) was launched on 4 August 1995.
