Over here select 9x16 and hit the checkmark. Scroll to the beginning of your clip, select it and go to freeze. Select your frozen frame and head over to AI expand. Select the 9x16 aspect ratio and in the prompt box type whatever you like. CapCut will generate 4 images. Select your favorite one and hit the checkmark. Select your frozen frame and make it an overlay. Now select your overlay and head over to Mask. Over here select Rectangle and at the left bottom select Invert.
