I've noticed this too. I think they do this to save money on zippers. Maybe they want to be able to use the same zipper across multiple styles and sizes. Wish I were joking.

I think your wrong here unfortunately, if the fly is short then it’s more reasonable for it being a drop crotch which can be pulled up and used as high waisted
