I think they just need to teach better tackling techniques. A fair amount of times, the head injuries come about because someone's got their head in the wrong place during a tackle.

Well if it’s gonna be penalised with 7 tackle set? What happens if the opposition drop it? Is it a penalty because the ball team were being penalised for kicking that far in the first place? Opens up Pandora’s box bringing something like that in, you may as well penalise driving kicks down the field while you’re at it
