@surualifupi: Lubumbashi, October 1979: President Godfrey Binaisa of Uganda arrived in Zaire and was received in Lubumbashi by his counterpart President Mobutu Sese Seko. The visit was undertaken at a time when a cooling off in relations between the two Presidents was being observed by analysts. Relations between the two countries were said to have been placed under increasing strain since accusations had been made by Uganda that followers of ex-President Idi Amin were being allowed by Zaire to maintain bases for attacks on Uganda. Many of Amin's troops and supporters had been forced into Zaire by advancing Tanzanian forces earlier that year. While the accusation was rejected by President Mobutu, consideration was promised to be given to Ugandan requests for the return of vehicles and aircraft that had been taken into Zaire by Amin's fleeing soldiers. President Binaisa's government was overthrown in a military coup in May 1980, just months after the meeting. The promised consideration of returning vehicles and aircraft was overtaken by events, as Binaisa was placed under house arrest and later went into exile.
