ahh, the town says "everything was done correctly" and there's nothing that they can do. I have a similar situation (flooding issue) and I was told it was my fault .. absolutely infuriating

Her driveway obviously needs replacing and regrading to shed water as all should. Or cash in on the new property value in her obviously desirable upscale neighborhood and move on to a bigger lots

a retaining wall with a draining system would fix this problem.
