Season the fish with salt and pepper. Fry in oil until golden brown. Set aside. 2. In another pan, saute garlic in oil, add onions, ginger, vinegar, sugar, and toyu. Bring to a boil then add red and green bell pepper. 3. Mix your flour mixture and then mix into the sauce.
