Don’t cut it down. Trim all the branches back. Trim the roots back. Paint you new pile tree with seasonal decorations and enjoy. Could even be a flag pole at that point.

Professional tree guy here. Red ring the tree down by the ground, once the bark is cut the tree can’t move water through its bard and will die.

it's on your land do whatever you want with it no one other than the US federal government has jurisdiction of what you can and cannot do on your own property and most of the time they only intervene
