Rule working or not working is too vague a way to argue: But do those laws cause people not to break them? Do we know? Or are there organic constraints driven by general non-legal norms?

And the effectiveness depends on how well the laws are upheld. So if grape is illegal, but not persecuted to the fullest, De jure it's illegal, de facto... Not so much.

I think it’s great if everyone is accountable. Apparently tho, it’s only those over whom the law holds some threat of coercion or violence that are, there are some who the law’s long arm can’t reach
