Flour to butter roux is one to one. I tablespoon to one tablespoon. Also, evaporated milk is not sweetened condensed milk. I hope you could salvage it.

They sell smoked paprika at Carrefour. It’s called “paprika fumé moulu” (the brand is Ducros).
