I’d try citizen advice and environmental health from the local council. I’d say you’re not in control of your heating, you’ve complained and the home is cold & it’s causing damp and mould.

There’s laws about how much you can charge for electricity. And the electric situation sounds dodgy. I’d check whether that is even legal to have the heating controls etc in another flat.

As it’s not her name on the bill she shouldn’t pay it. If they want her to pay the bill the landlord should make sure she gets her own contract with the utility company
