Yes this is true. However local workers are free to set it however they want. Many towns change the setting to create more ticket revenue.

On our highways, some signals have a sign 1/8 or so of a mile back from them that will flash 5 seconds before the signal turns to yellow in the distance.

this is lies, there's several lights near me in 55 mph zones, either they last 10 seconds or longer or they're 2 to 3 seconds

In Australia the light stays yellow for 4 seconds regardless of the speed limit. You can easily make up your mind on whether to go or stop based on what speed you are going.

You can also use the point where the dotted white line in between 2 lanes becomes a continuous line. if you’re past that, you shouldn’t slow down to yellow lights.
