For me Act 3 was more of an epilogue. For Mel Arcane is the start of her story, for Ambessa this is the end of her story. Jinx and Vi story ended in Act 3 episode 2.

the issue is ep7 the pacing in it was so slow to the point ep8 and o were rushed if ep 7 was faster ep 8 and 9 might be a little bit slower

Mel refers to herself as a 'passenger' in act 3, which ironically was what her role kinda felt like. Just there to pick up some loose ends of the plot, or to cut them out so to speak (Maddie) lol
