if there was no call of stolen vehicle fitting the description then he had no reason for investigation of "stolen vehicle" he just needed some information to prove he made contact with him.

You have the right to travel unmulested but in most states if your stopped for a traffic infraction you have to have proof of license and insurance and registration.
