Could be someone with cspine tenderness or an arrest. Who knows regardless just be patient, they can justify whatever speed they want in an emergency.

We drive to arrive. Even on C1s we don’t drive excessively. We drive to the road conditions. Firstly it’s dark/poor visibility, secondly it’s a country road.
