everyone thinking it's about pulling moisture out of the metal, but in reality, it's about burning off any chemical residues and creating a cleaner surface for the paint to stick to and absorb into the steel surface.

It’s not moisture in the block, it’s just condensation from the cold block and heat off the torch

I know they are painting this but when stuff is powdercoated they put it in the oven before applying powder to heat it up but also to "de-gas" the metal before coating.
