i couldn’t be a dispatcher because i would absolutely say “well sir, being suspicious isn’t a crime.” i would also be sure to let him know that it is illegal to file a false police report and the dude clearly has video evidence. also asking the caller if the man is on anything or drunk is just useless because of course he is going to say yes.
