The House on Wednesday approved the first tranche of FY 2024 government funding bills, voting 339–85 to pass a six-bill minibus ahead of the Friday midnight deadline to avert a partial government shutdown. More Democrats (207) than Republicans (132) voted in favor of the $467.5 billion spending package, and the vote easily surpassed the two-thirds majority that was required since the legislation was considered under suspension of the rules. Eighty-three Republicans and two Democrats — Reps. Mark Takano (CA) and Maxwell Frost (FL) — voted against. The minibus includes six of the 12 annual appropriations bills — Agriculture, Commerce-Justice-Science, Energy-Water, Interior, Military Construction-VA and Transportation-HUD — and is in line with the spending caps negotiated as part of last year’s debt limit deal. It represents the first real movement on funding legislation for the fiscal year, which began more than five months ago. Largely due to Republican infighting, lawmakers have had to pass four stopgap measures to get to this point. The package now heads to the Senate, which will need to secure time agreements to get the legislation through the chamber by the end of the week to avoid a lapse in funding. “It took a lot of bipartisan cooperation to reach this agreement on these six appropriations bills,” Senate Majority Leader Chuck Schumer (D-NY) said on the floor. “Now it will take more bipartisan cooperation to finish them.” The remaining appropriations bills — Defense, Financial Services, Legislative Branch, Homeland Security, Labor-HHS-Education and State-Foreign Operations — will need to be approved by March 22. These bills, which include border security and immigration issues, are more controversial and have not yet been finalized. #houseofrepresentatives #congress #governmentshutdown #cspan
