Add fish sauce and chicken broth to loosen and cook until slightly thickened, about 3-5 minutes. 3. Season fish with salt and pepper then add to the brothy tomatoes. Cover and cook fish until opaque and just cooked through, about 4-6 mins. 4. Transfer fish and tomatoes to large bowl. Drizzle chili oil on top and top with cilantro, mint, and fried shallots.
