Rep. Jim McGovern (D-MA), the top Democrat on the Rules Committee, was admonished and his words were taken down after he spoke on the House floor Wednesday about former President Trump’s legal entanglements.   “We have a presumptive nominee for president facing 88 felony counts, and we’re being prevented from even acknowledging it,” he said after Rep. Jerry Carl (R-AL), who was presiding over the session, admonished him for “engaging in personalities towards presumed nominees for the office of the president.”   Rep. McGovern then shot back that his comments were a statement of fact, not an opinion, and asked Rep. Carl if he had “determined it is unparliamentary to state a fact.”   After some back and forth over whether he had violated the House rules of decorum, Rep. McGovern doubled down by going through the criminal and civil cases involving Mr. Trump.   “A candidate for president of the United States is on trial for sending hush money payment to a porn star to avoid a sex scandal during his 2016 campaign … and a jury has already found him liable for rape in a civil court,” he said, prompting Rep. Erin Houchin (R-IN) to demand his words be stricken from the record.   After more than an hour of deliberation during which business on the floor was ground to a halt, Rep. Carl said that a House rule preventing members from insulting the sitting president also applied to presumptive nominees for president and struck his words from the record.   “Although remarks in debate may include criticism of such candidates’ official position as a candidate, it is a breach of order to refer to the candidate in terms personally offensive, whether by actually accusing or by merely insulting,” the Alabama Republican said.
