Are the swipe fees used to pay for perks. If they aren’t able to get as much from the swipe fees they will lower the threshold for reward points, I think something like this happens in Europe

what I don't understand is, prime rate is 7.75 so it's already below the 10%. so it's the banks adding their own interest rate not visa/Amex/Master card themselves (unless you apply directly.
