National Security Adviser Jake Sullvan provided an assessment Monday on the state of the war in Gaza and outlined several steps he said needed to be taken to end the fighting and bring about peace in the region.   Mr. Sullivan blamed Hamas and its leader, Yahya Sinwar, for starting the war when it launched a surprise attack on Oct. 7, killing 1,200 Israelis and taking more than 200 hostages.   “The president has made clear the United States wants to see Hamas defeated and justice delivered to Sinwar. There can be no equivocation on that,” he said.   Mr. Sullivan noted Israel has “an unusual, even unprecedented burden” in fighting the war because Hamas is using civilian facilities for military purposes, but said that doesn’t lessen Israel’s responsibility to protect civilians.   “Israel can and must do more to ensure the protection and well-being of innocent civilians,” he said.   Mr. Sullivan said Israel will receive the full amount of assistance approved last month in the national security supplemental but said the U.S. has paused delivery of 2,000-pound bombs because it doesn’t believe they should be dropped in densely populated cities.   “We still believe it will be a mistake to launch a major military operation into the heart of Rafah that would put huge numbers of civilians at risk without a clear strategic gain,” he said.   He also said military pressure is “necessary but not sufficient” to fully defeat Hamas.   “If Israel’s military efforts are not accompanied by a political plan for the future of Gaza and the Palestinian people, the terrorists will keep coming back and Israel will remain under threat,” he said, reiterating the administration’s position that a two-state solution is the best way of achieving that.
