By default Akatosh should have it because the dragonborn is just a mortal with a dragon soul but argonian's souls and body goes back to The Hist because of their races unique relationship with it

Forgot to mention Hircine has other children. Werebears, Werelions, even Werecrocodiles. I like that story of Hircine making the ultimate Werebeast only to have it be defeated by Sheogorath's songbird
