Special Counsel Robert Hur concluded President Biden “willfully retained and disclosed” classified military and national security information but he will not recommend criminal charges after completing a yearlong investigation into Mr. Biden’s handling of documents.   “We conclude that no criminal charges are warranted in this matter,” he said in a report released Thursday. “We would conclude the same even if there was no policy against charging a sitting president.”   The probe found that Mr. Biden retained classified material after his vice presidency, including documents related to military and foreign policy in Afghanistan and handwritten notes about national security issues that implicate sensitive intelligence sources and methods.   “However, for the reasons summarized below, we conclude that the evidence does not establish Mr. Biden’s guilt beyond a reasonable doubt,” the report said.
