I had this happen once. Guy was in my spot, pulled up next to him, honked for awhile, he never even glanced up. I eventually had to get out and knock… and he still was ignoring me 🙃

Unless you actively follow through on towing, people are going to continue parking there. Notes/signs with no follow through show them that you’re not gonna tow them.
