It's basically just a tiny oven with a fan circulating the air inside. Shaking may not help at all, depending on the structure and position of the heating element.

It has a purpose, it’s to redistribute and cook it evenly , for example when making fries it will not make the ones in the bottom as crispy as the top ones. Therefore shake them around for even crisp
