Please put a thermostat in the sand, in series with the heater. Sand is a great insulator as well and will overheat your element.

Try using an immersion heating rod. No plastic parts to melt, that's what I use on my sand heater.

Look into upgrading it with sand that’s been specifically designed for this, I think there’s some that lets heat out slower and can hold more

Couldn't this be also used in an outside garden with let's say a raised bed and at the bottom of the bed under ground you have large sand banks being heated up by excess solar. Bed stays warm at night

Ah the water heater element is where you might have gone wrong. The water is going to act as a thermal limiter and protect the element, but you don’t have any water to limit temps
