For the law to be effective it requires more than to be followed. Whether laws achieve their intended outcomes has nothing to do with them being just. For either description, the answer would be no.

I think it depends on what the mischief the law is trying to fix. If parking on the double yellow line is literally causing other people to die then it might be justifiable.

Noone is considering the consequences of the illegal parking. If the consequences are serious enough to justify death penalty then yes. Albeit hard to imagine a scenario when it would be serious
