most solar farms are privately owned and the damage will be covered by insurance if this doesn't cover the full cost, the responsibility of the owners. nothing to do with the taxpayer.

This is interesting.I never thought of storm damage.As well as the unsightly appearance of thousands of panels invading the land they can be obliterated during a bad storm-another net 0 waste of time.
