That wall is flat and smooth. I feel like most rental properties have slightly textured walls. Maybe it works, who knows, but in my experience suction cups hate textures

Not a suction cup. There are four pins that penetrate the surface but not through the drywall. Still has damage that needs to be filled.

I’ve had places tell me I can’t put holes in the wall and if I did I had to repair them before moving out…..when the place had holes from prior tenants that no one fixed.

Our walls are cinderblock with plaster over it and paint on the plaster. We tried these shelves . They’re fairly hard to get off, and when they did come off, they took the paint and some of the plaster with them.

My house has picture rails built in to the bottom edge of the molding. I never use it. I don't like the visible cable/wires, and I own, so nobody can tell at me for hanging things in the walll.
