Spartans have faster reflexes (Chief deflects a rocket with his bare hands, and he is the middle of the road). Covenant plasma in lore is as powerful as Imperial plasma and more stable. Spartans with Plasma have a chance, considering Marines fire micro-rockets.

the astartes in a 1v1 would probably be level with one Spartan. if you send all astartes against all Spartans, the astartes win with very small loss, simply because of their huge numbers.
