Khajiit due to the passive claws ability they have, gloves of the pugilist in the sewers of riften, decant that and equipt it to gloves and rings, then I believe there’s also some melee perks

best early set up is khajiit with the pugilists gloves. you'll deal damage equal to a daedric battle ax at level one with way higher dps.
