it's very much legal ..... the subdivision cost and the fees the government introduced ..... I think the landowner is also genuine after 6 years they feel it's time the buyer gets their own title deed

very true , people should not buy land that has not been subdivided , pay the landowner and have him or her process completion documents and sign the transfer documents then do the rest your self
