because I live in Minnesota and where I live. as soon as warm water touches the air in the winter it freezes before it hits the ground.

the places in the US with the most ice are too cold and this would make it worse. and the places this would be most effective don't get enough ice for it to be cost effective plus the US is way bigger

It all depends on how cold it gets. In a lot of snowy countries, it gets cold enough for boiling water to freeze nearly instantly when thrown out of a kettle.

Because it would cost an insane amount of money to installed and maintain those systems. Not to mention, the contractor would probably use the most expensive material he can get his hands on.
