i have a dedicated server with the same ip for 3yrs now. 10 sec after upping a website, it gets "attacked" right away. trying admin for wordpress, looking for .env, known react vulnerabilities, etc.

I think you can block all config files (.env, json, xml etc) from htaccess file of apache server. Routing anything in route defs (/*) is also risky

true, anything put online gets attacked immediately, every tutorial on anything should start with: limit ssh access on Port 22, setup fail2ban.
