Not reciting the Quran in accordance with the rules of Tajweed is a sin. However, it must be noted that, according to Mulla ‘Ali al-Qari, there are three types of reciters : 1. Those who are able to recite the Quran correctly and do so. 2. Those who are unable to recite it properly, yet they try according to their capability to recite it correctly. 3. Those who are unable to recite properly due to lack of effort and laziness. It is the last category of people who are sinners, as their incorrect recitation is a result of their own deliberate negligence. Those who are capable of reciting the Quran with Tajweed, must do so, otherwise it is a grave sin.
