However, the park's fortunes began to wane after the 1991 eruption of Mount Pinatubo and the rise of new shopping malls. The Ligligan Parul Festival moved to SM City Pampanga in 2000 and later to Robinsons Starmills. In 2003, Paskuhan Village was rebranded as HILAGA, highlighting the culture of Northern Luzon regions. Despite these changes, the park fell into financial difficulties by 2012, with most shops closed and only a handful of staff remaining. Efforts to revive Paskuhan Village continue, as many cherish its nostalgic value and historical significance.
